Les Observations d’Arbil


J’ai participé à une foire éducationnelle à Arbil, la capitale de la région autonome du Kurdistan, entre le 26-28 juillet 2015 afin de représenter l’Université Américaine de Kyrenia. J’ai eu également la chance de visiter Arbil et parler avec les peuples kurdes. Dans cet article, je résumerai mes observations politiques et sociales d’Arbil.

Quelques photos de la foire

Ma première observation à Arbil, c’était la présence d’un état complet de Kurdistan avec son armée, parlement et le gouvernement, même si le pays est encore une région autonome appartenant à l’Irak. Si le gouvernement régional du Kurdistan peut réussir à transporter ses réserves de pétrole en Europe avec l’aide de la Turquie, l’indépendance peut arriver à brève échéance. Même si cette éventualité se réalise des risques politiques comme la question des états arabes (l’Irak premièrement et les pays du golf qui possède un pouvoir économique), la Turquie et l’Iran persisteront. D’autre part, la présence du Daech ou l’Etat Islamique peut poser problème sur l’indépendance et aussi sur la stabilité du pays même si l’état kurde est déclaré. Néanmoins, pour l’instant, j’ai eu l’impression que la région autonome du Kurdistan était sécurisé et en train de se développer pour un bel avenir. Cela montre que les deux guerres de golfe avec les États-Unis ont pu au moins créer une région plus démocratique et libre pour les kurdes et les turcomans dans la partie nord de l’Irak.

Un nombre incroyable de construction frappe à l’œil à Arbil. Ces constructions sont  faites en majorité par les hommes d’affaires turcs. Les plus grands hôtels ont été construits également par les firmes turques et je pense que cette région va continuer à se développer et moderniser. Cela montre aussi que le changement de la perspective de la Turquie sur la région autonome du Kurdistan est basé sur une mentalité économique.

Il est possible de repérer des problèmes en Kurdistan. La séparation des quartiers chrétiens et musulmans peut engendrer un obstacle dans l’avenir lors de l’intégration et la création d’une nation. La solution pour ce problème est l’intégration des peuples chrétiens et musulmans et l’adoption d’un système d’éducation laïc et national. Après le dinar, le dollar est la deuxième monnaie courante dans la région. J’ai pu remarquer  des ouvriers internationaux venant de Pakistan et aussi de l’Inde. Les kurdes sont pieux comme les arabes et l’Islam a un rôle sacré dans la vie quotidienne. J’ai repéré de bons restaurants mais les boissons alcooliques sont autorisées seulement dans les hôtels.

Un cas qui peut être intéressant pour les étudiants de la psychologie politique était les photos de Monsieur Massoud Barzani, le Président du gouvernement régional du Kurdistan, exposées dans l’aéroport international d’Arbil et dans des grands centres commerciaux. Sur ces photos, Monsieur Barzani levaient ses deux bras pour un contrôle de sécurité. Le gouvernement régional du Kurdistan souhaite probablement faire adopter aux peuples kurdes le respect contre l’autorité de l’état. Prenant en considération l’histoire apatride des kurdes et la présence des membres du PKK dans la région autonome du Kurdistan, cette stratégie pourrait bien fonctionner et augmenter les chances des kurdes pour finalement avoir un état libre et indépendant.   

Finalement, on peut parler des chances qu’a le gouvernement régional du Kurdistan en devenant un état indépendant et le plus important acteur politique de cette région. Les kurdes ont besoin du support des États-Unis pour être reconnu (il y a des déjà beaucoup de consulats en Kurdistan) et la Turquie pour la transportation de leur pétrole en Europe. La compétition entre Massoud Barzani et Jalal Talabani et la présence des différents dialectes kurdes sont les plus graves problèmes contre l’union des kurdes. Monsieur Massoud Barzani est le plus grand acteur politique en tant que le Président de l’état. Le Premier Ministre kurde Monsieur Netchirvan Barzani (le neveu de Massoud Barzani) et le chef du conseil de sécurité de la région du Kurdistan Monsieur Masrour Barzani (le fils de Massoud Barzani) sont des acteurs plus importants et puissants pour l’avenir.

Erbil Observations


I attended to an educational fair of Turkish and Turkish Cypriot universities in the capital city of Kurdistan Regional Government, Erbil, between 26-28 July 2015 to represent Girne American University (GAU). In addition to the great success of the fair, I had chance to visit historical places in Erbil and talk to Kurdish people. I also made some observations which might be politically important for the future of Kurdistan.

The first and most important observation related to Kurdistan was the presence of a de-facto state on the northern part of Iraq. Kurdistan Regional Government has all the qualities of an independent state with its army, parliament and government. If the Kurdish government might be able to keep its oil revenues to itself (short time ago KRG decided to keep its oil revenues to itself though it was taking only 17 % of it according to Iraqi federal system and central government in Baghdad, as a response, stopped sending money for the bureaucrats in the autonomous region) and to provide its supplies to Europe through Turkey in a secure way, the independence might be realized in the short run. But there are still security risks related to Sunni-Shia rivalry in the region as well as the presence of ISIS in Iraq and Syria. The response of Arab states (Iraq primarily and rich Gulf states which are able to design Arab politics in many ways), Turkey and Islamic Republic of Iran will also be very influential for the future of a potential Kurdish state. Other than this, I get the impression that KRG was a safe and developing country and although American interventions in the 1990s and 2000s did not bring stability and peace to whole Iraq, at least we can say that it created a more democratic and safer place for Kurdistan region, densely populated by Kurds and Turcomans. The living conditions of the Kurds here are also much better compared to Kurdish inhabitants some southeastern villages of Turkey and for sure PKK members.
The second important observation was about the dominant role of Islam in the social life. Kurdish people seemed to me very pious but at the same time modernizing thanks to Westernization and improving social and economic conditions. Young females tended to wear headscarf unlike the older women wearing veils and traditional Kurdish clothing associated with President Masoud Barzani was rare among the young Kurdish males. Thus, we can say that modernization had a very positive effect over the Kurdish population. However, restaurants still did not have alcoholic beverages in their menu and alcohol was to be found only in hotels. Kurdish parents and students’ respect and curiosity towards universities and education in general also show that they have great prospects for the future.

Another important observation is the related to density of constructions around the city of Erbil. Mostly done by Turkish businessmen, Erbil had many hotels and residences and I think there will be more to come in the following months if the KRG will be able to provide political and economic stability. There were many Turkish businessmen in the city which shows that two political entities have been able to change the nature of their relationship in the recent years and now work on win-win mentality by focusing on economic partnership.
A negative observation was about the separation of Christian towns from the Muslim dominated regions which might create ghettoization in the future on the basis of religious differences. Thus, KRG should work more on the integration issues. The only way to achieve this is to create a secular and national education system. Other than the dinnar, US dollar is the main currency in the region. There were workers from foreign countries (Pakistan, India etc.), but there were few people from Europe or North America. Shop signs were mostly in Kurdish and Arabic, but some of them were in Turkish and English.

An interesting thing which might be important for observers of Political Psychology is related to a famous picture of KRG President Mr. Masoud Barzani which is hanged on the walls of Erbil International Airport and some malls. In the picture, Mr. Barzani is raising both of his hands for the security check. This might be a deliberate move made by the KRG to teach people to respect state authority. Considering the stateless history of Kurds and the presence of PKK members in the country, this might be a clever thing to do on the side of the Kurdish government in order to establish the state authority and declare an independent state in the near future. In the souvenir shops, there were posters and emblems of Masoud Barzani, Jalal Talabani and also Abdullah Ocalan. This shows that Ocalan is still seen as a hero by many Kurds even in the Kurdistan region in Iraq and the vicious nature of terrorism is forgotten. However, the recent moderate reaction of Mr. Barzani towards the military operations of Turkish Armed Forces to PKK camps shows that KRG prefers democracy to terrorism.
Other than these observations, if I have to conclude and make a political comment, I must say that the independence of Kurdistan region might be possible in the near future if they will be able to take support from USA and Turkey. Politically, US support will provide international support and recognition (there are already many embassies and consulates in Kurdistan) and Turkish support will provide secure economic opportunities for the transportation of Kurdish oil. Political problems are still there; especially Barzani-Talabani rivalry based on tribalism and the lack of a single dialect of Kurdish language might be potential errors for the creation of a nation and a state. If we look at the political leaders on the other hand, current Kurdish President Mr. Masoud Barzani is the undisputed leader of the region. Barzani’s nephew and current Prime Minister Mr. Nechirvan Barzani and Barzani’s son and current Chancellor of the Kurdistan Region Security Council Mr. Masrour Barzani are potential leaders for the future. The last but most important issue is related to the situation of Turcomans. If Turkey and KRG might be able to create a democratic balance between Turkey’s Kurds and Kurdistan’s Turcomans by providing all basic features of internationally accepted human rights, these two minority groups -though Kurds are not considered as minority according to Turkish constitution from the beginning of the Republic- might in fact help two political entities to have better and secure relations for the future in addition to economic gains.

Erbil İzlenimleri


Rony Company’nin düzenlediği Türk Üniversiteleri Eğitim Fuarı’nda Girne Amerikan Üniversitesi’ni temsil etmek için 26-28 Temmuz 2015 tarihleri arasında 3 gün süreyle Irak’a bağlı Kürdistan Bölgesel Yönetimi’nin başkenti Erbil’de bulundum. Türkiye ve KKTC’den 20 kadar üniversitenin katıldığı fuar kapsamında Kürt öğrencilerin Türk üniversitelerine gösterdiği yoğun ilgiden mutlu olmanın yanında, fuar saatleri dışında yaptığım ziyaret ve gözlemlerle Kürdistan Bölgesel Yönetimi hakkında daha fazla fikir sahibi olmaya çalıştım.

Kürdistan Bölgesel Yönetimi ile ilgili yapılacak ilk ve en temel tespit, buradaki özerk siyasi otoritenin artık devletleşme olgusunu fiilen büyük ölçüde gerçekleştirmiş olduğu gerçeğidir. Kendisine ait bir ordusu, parlamentosu ve iktidarı olan Kuzey Irak Bölgesel Yönetimi, petrol gelirlerinin tamamını kendisine saklamayı ve petrolünü Türkiye üzerinden güvenli bir şekilde dünyaya arz etmeyi başarabilirse (hatırlanacağı üzere kısa bir süre önce Kürdistan Bölgesel Yönetimi yüzde 17’sini kendisine sakladığı petrol gelirlerini Bağdat’taki merkezi yönetime vermekten vazgeçmiş, bunun üzerine Bağdat da bu bölgedeki devlet memurlarına maaş ödemeyi sonlandırmıştı), kuşkusuz bağımsızlığın ilan edilmesi -çeşitli güvenlik risklerine rağmen- kısa vadede mümkün olabilir. Ayrıca Irak’ın orta ve güney bölgelerinde daha çok Sünni-Şii rekabeti ve IŞİD terörünün yarattığı kaos ortamının aksine, Kürt bölgesinde oldukça huzurlu ve güvenli bir sosyal yapı ile karşılaştığımı söyleyebilirim. Bu anlamda, ABD’nin Birinci ve İkinci Körfez Savaşı müdahaleleri ve Saddam Hüseyin iktidarının devrilmesinin Irak’a bütüncül bir barış getirmediği ve hatta durumu daha da geriye götürdüğünü kabul etmekle birlikte, en azından Kürtler ve Türkmenlerin yoğun olarak yaşadığı Kuzey Irak’ta eskiye kıyasla çok daha iyi ve demokratik bir ortamın oluştuğunu söylemek gerekir. Yine burada yaşayan Kürtlerin şehirleşmeleri ve modernleşmelerinin, PKK üyelerinin yaşam koşulları düşünüldüğünde, Kürtler adına müthiş bir ilerlemeye neden olduğunu belirtmek gerekir.

Kürdistan Bölgesel Yönetimi hakkında yaptığım önemli bir diğer gözlem, bu bölgede İslam faktörünün siyaset ve sosyal hayatta oynadığı yoğun rol oldu. Oteller dışında, başkent olan Erbil’de alkollü restoranların bulunması neredeyse imkansızdı. Buna karşın, kaliteli restoranlar ve yeni açılan alışveriş merkezleri sayesinde sosyal hayatta canlılık gözlemleniyordu. Kadınların büyük çoğunluğu örtülü olmasına karşın, örtünmenin katı İslami örtünme yöntemlerinden (peçe, türban) farklı olarak, daha çok başörtüsü ile yapıldığını fark ettim. Ayrıca yeni nesillerde başı açık hanımefendilerin daha yoğun olması hemen göze çarpıyordu. Kürdistan Bölgesel Yönetimi Başkanı Mesut Barzani ile özdeşleşen Kürt yerel kıyafeti, halen halk arasında erkeklerde oldukça yaygın olmasına karşın, yeni nesillerde Batı tipi kılık-kıyafet giymenin daha yoğun olması da dikkatimi çekti. Yani İslamcılığın özellikle önceki nesillerdeki yoğun etkisine karşın, Kürdistan bölgesinde son yıllarda Batı tipi bir modernleşmenin yeşerdiğini söylemek mümkün. Ayrıca Fuar süresince gözlemlediğim Kürt öğrencilerin ve ailelerinin eğitime verdikleri büyük önem, bu bölgenin geleceği açısından son derece olumlu etkilerde bulunacaktır.

Erbil Kalesi önünde

Ziyaretimde dikkatimi çeken bir diğer konu, bölgede özellikle Erbil ve çevresinde yapımına devam eden birçok inşaatın varlığı oldu. Daha çok toplu konut olarak nitelendirebileceğimiz bu yapılar, kuşkusuz yakın bir gelecekte Kuzey Irak’taki eski tip yerleşim yerlerinin ve bölgenin güzelleştirilmesi adına faydalı olacaktır. Ayrıca bu bölgede Türk yatırımcıların özellikle inşaat sektöründeki ağırlığı hemen dikkatimi çekti. Bölgenin en lüks otelleri ve konutları (hatta Erbil Havaalanı), Türkiye’den gelen işadamlarınca inşa edilmişti. Daha çok Kürt, Türkmen ve Araplardan oluşan 3 milyona yakın bir nüfusunun olduğu belirtilen Erbil’de gezerken, Türkiye’den gelen işadamlarına rastlamak da mümkündü. Bu ekonomik yatırımlar vasıtasıyla son yıllarda Türkiye ile Kürdistan Bölgesel Yönetimi’nin kazan-kazan esasları doğrultusunda yeni bir siyasal düzleme geçtikleri tespiti, burada yerinde olacaktır.

Kürdistan Bölgesel Yönetimi ile bir diğer gözlem, Hıristiyan mahallelerinin Müslüman nüfusun yoğun olarak yaşadığı mahallelerden ayrılmış olduğuydu. Bu durum, elbette uluslaşma ve sosyal barışı sağlamak açısından son derece olumsuz bir gelişme ve ileride farklı inanç gruplarının gettolaşmasına ve birbirlerine yabancılaşmasına neden olabilir. Bu yüzden, Kürt yönetiminin ilerleyen yıllarda entegrasyonun sağlanması ve laikliğin geliştirilmesi adına daha çok çalışması gerekiyor. Bunlara ek olarak, bu bölgede dinar dışında doların yaygın olarak kullanılması dikkatimi çekti. Ayrıca dükkan tabelaları genelde Kürtçe ve Arapça olmasına karşın, zaman zaman Türkçe isimler de göze çarpıyordu.

Şehir merkezinde

Dikkatimi çeken bir diğer konu, Erbil Havaalanı ve bazı alışveriş merkezlerinde Mesut Barzani’nin güvenlik kontrolünden geçerken iki elini havaya kaldırmış bir fotoğrafının asılı olmasıydı. Muhtemelen Kürt Yönetimi, bölgede PKK’nın varlığı ve devletsiz yaşamaya alışmış halka devlete saygıyı öğretmek açısından, Devlet Başkanı ve bölgedeki en kudretli kişi olan Mesut Barzani’nin bu fotoğrafını kullanmak istemiş. Bunun doğru bir adım olduğunu ve tarihin bu döneminde Kürtlerin devletleşme olgusuna ilk kez bu kadar yakın ve yatkın olduklarını söylemek kanımca hatalı olmayacaktır. Ayrıca Erbil Kalesi civarındaki şehir merkezini gezerken gördüğüm hediyelik eşya dükkanlarında, Mesut Barzani ve Celal Talabani’nin rozetlerinin dışında PKK lideri Abdullah Öcalan’ın da rozetlerinin olduğunu burada belirtmek zorundayım. Bir kısım Kürt açısından, bu bölgede bile Öcalan hala bir kahraman gibi görülüyor ve terör olgusunun acımasızlığı maalesef arka plana itiliyor. Ancak Barzani yönetiminin Türkiye’nin PKK kamplarına yönelik son hava saldırıları konusundaki ılıman tavrı, kendisinin bu konuda demokratik teammüllere daha yakın durmayı tercih ettiğini gösteriyor.

Bu gözlemler dışında, siyasal bir analiz yapmak gerekirse; Kürdistan Bölgesel Yönetimi’nin -İsrail desteği yanında- ABD ve Batı bloğunun da desteğiyle petrol gelirlerinin sadece kendisine kalacağı bir düzenlemeye gidebilmesi ve IŞİD tehdidine karşın kendi sınırlarını koruyabilmesi durumunda, bağımsızlık ilanının bir hayal olmadığını söylemek mümkün. Zira bölgede zaten halihazırda birçok ülkenin konsolosluk ve diplomatik temsilcileri bulunuyor. Ancak bu gelişme için en kritik unsur, Türkiye ve ABD’nin vereceği destektir. Bağımsızlığın dünyada kabul görmesi açısından ABD’nin, petrol satışının gerçekleşebilmesi için de Türkiye’nin desteği Kürtler için olmazsa olmaz koşullardır. Bu iki unsurdan birisinin eksik kalması, olası bir Kürt Devleti’nin çok da uzun ömürlü olamamasına neden olabilir. Ayrıca Talabani ve Barzani aşiretleri arasında farklılaşan Kürt siyaseti ve halk arasında bugün bile Kürtçe’nin farklı diyalektlerinin konuşulması, uluslaşma açısından halen önemli bir engeldir. Bunun üstesinden gelebilmek içinse laik ve modern bir eğitim sistemine gidilmesi şarttır. Liderler profiline baktığımızda ise; bölgede Devlet Başkanı Mesut Barzani’nin siyaseten ağırlığı herkesçe bilinirken, Başbakan olan yeğeni Neçirvan Barzani ve Kürdistan Bölgesi Güvenlik Konseyi Başkanı olan oğlu Mesrur Barzani’nin gelecekteki en önemli siyasal liderler olacağını söylemek mümkündür. Bir diğer kritik konu ise, Irak Türkmenleriyle alakalıdır. Türkiye ve Kürdistan Bölgesel Yönetimi’nin siyaseten daha iyi ilişkiler kurabilmesinin en önemli boyutu, artan ekonomik ilişkileri destekleyecek ve mütekabiliyet esasına dayanacak olan Türkiye Kürtleri-Kürdistan Türkmenleri dengesidir. Eğer her iki yönetim de, kendi azınlık nüfuslarına -birbirlerine paralel şekilde- insan haklarına dayalı iyi bir yasal yönetim modeli sunabilirlerse, bu durum, iki siyasal entite arasında da iyi ilişkilerin sürmesine neden olabilecektir.

La Théorie de la Stabilité Hégémonique et le Leadership Américain


La théorie de la stabilité hégémonique est l’une des formules de la science des relations internationales qui présente une perspective réaliste sur la nature du système politique international.

L’Histoire
L’historien de l’économie américain Charles Kindleberger est considéré comme le précurseur de cette théorie avec son livre La Grande Crise mondiale 1929-1939.[1] L'idée clé dans ce livre est que pour qu’un système économique et politique mondial fonctionne bien, il faut un pouvoir hégémonique qui soit capable de prendre les décisions de régulation de l'économie qui s'imposent.[2] Apres Kindleberger, les néoréalistes ont développé la théorie et affirmé que la présence d’un état hégémonique dans le système politique peut créer un ordre plus stable -en particulier en économie- contre la nature anarchique des relations internationales.

L’Hégémonie et l’Etat Hégémonique
L’hégémonie veut dire “la domination d’une puissance, d’un pays ou d’un groupe social sur les autres”.[3] Dans la discipline des relations internationales, le concept “hégémonie” est utilisé pour définir un état puissant qui a la capacité de diriger l’ordre international avec des instruments politiques-diplomatiques, militaires, économiques et culturels. Dans l’histoire, quelques états et empires ont obtenu ce statut. L’empire ottoman entre les XVème et XVIIème siècles et l’empire britannique au XIXème siècle sont les exemples les  plus proches  du  modèle de l’état hégémonique.   

Selon Robert Keohane, un état hégémonique possède les caractéristiques suivantes:
  1. La capacité de créer des normes internationales et de les faire respecter,
  2. La volonté de le faire,
  3. Une prédominance décisive dans les domaines économiques, technologiques et militaire.[4]
L’histoire nous présente des exemples concrets des avantages d’un état hégémonique considérant la stabilité de l’ordre politique et économique. Par exemple, le déclin de l’empire britannique dans le dernier quart du XIXème siècle, ouvrait la porte à l’émergence d’états totalitaires implémentant des modèles d’économie autarchique. A la fin, cela a conduit à deux guerres mondiales et la Grande Dépression en 1929.

Les Types d’Etat Hégémonique
Même si les étudiants des relations internationales s’accordent sur la définition du concept « hégémonie » et « l’état hégémonique », ils ne sont pas en accord sur la nature de ce pouvoir. Il y a trois types différents d’état hégémonique selon les étudiants des relations internationales.[5]
  1. L’hégémonie bienveillante: L’hégémonie bienveillante est fondée sur un état hégémonique qui défend les intérêts du système international plus que les intérêts nationaux de cet état. Dans ce modèle, l’état hégémonique préfère utiliser des méthodes de puissance douce (soft power) au lieu de méthodes de puissance coercitive (hard power). Les états hégémoniques bienveillants encouragent le marché libre comme le système économique dans le monde entier pour créer des situations de gagnant-gagnant (win-win) au lieu de jeu à somme nulle (zero sum game).
  1. L’hégémonie mixte: Un état d’hégémonie mixte essaye de mélanger et d’unifier les intérêts nationaux et les intérêts du système international en même temps. L’état hégémonique va essayer d’utiliser des méthodes de la puissance douce et celles de la puissance coercitive ensemble. Dans ce système, si l’état hégémonique n’arrive pas à équilibrer les intérêts nationaux et internationaux des risques de crises internationales sont à craindre.
  1. L’hégémonie exploitant: Pour un état d’hégémonie exploitant les intérêts nationaux prévalent sur les intérêts du système international. Ce type d’hégémonie est basé seulement sur le pouvoir coercitif (militaire). Ce modèle est propice aux crises politiques mais pas à l’approbation de sa légitimité.
Le leadership de Barack Obama
Le leadership du président actuel des Etats-Unis, Monsieur Barack Obama, peut entrer dans la catégorie de l’hégémonie bienveillante. Obama a essayé de protéger la chute du système international même s’il a du faire des concessions sur certains intérêts nationaux. L’accord avec l’Iran sur le programme nucléaire par exemple, est un exemple concret ou les Etats-Unis ont changé la position officielle contre ce pays pour éviter une guerre. Le rapprochement avec Cuba et le Vietnam aussi, sont des pas surprenants pour un pays hégémonique. Mais Obama n’a pas réussi à installer un modèle pour les pays du monde islamique car les conditions sociopolitiques et socioculturelles de ces pays ne favorisent pas encore des régimes démocratiques. C’est pourquoi, l’insistance pour la démocratie dans le monde islamique a rendu les Etats-Unis plus faible face aux pays autoritaires comme la Russie et la Chine qui n’ont pas de perspective démocratique mais une vision de stabilité économique. La Tunisie est restée comme le seul pays démocratique après le printemps arabe. L’émergence de l’Etat Islamique, ou Daech, en Syrie et en Iraq est aussi un échec pour le gouvernement d’Obama. Maintenant, la Lybie, l’Irak et la Syrie se retrouvent dans une situation pire que sous les dictatures de Mouammar Kadhafi, Saddam Hussein ou Bachar el-Assad. Mais les accords comme le Partenariat transatlantique de commerce et d'investissement et l’Accord de partenariat transpacifique sont des bonnes initiatives d’Obama qui encourage ainsi le marché libre et l’intégration de tous les pays au système international dirigé surtout par les Etats-Unis.   

Le leadership de George W. Bush
Le leadership de George W. Bush, le président américain avant Obama, entre dans la catégorie de l’hégémonie mixte. Bush a essayé de mélanger les intérêts nationaux américains et les intérêts internationaux. Après  les attentats du 11 septembre 2001, Bush s’est appuie sur les pays du  système international pour l’approbation de l’intervention américaine en Afghanistan pour lutter contre le terrorisme. Mais la deuxième guerre du Gulf (l’invasion de l’Irak) en 2003 a été perçue comme des actes d’hégémonie exploitant par la majorité des pays dans le système international. Ces actions ont rendus les Etats Unis plus faibles et réduit la confiance au gouvernement Bush. L’anti-américanisme a augmenté dans le monde islamique, mais aussi en Europe, surtout après l’invasion de l’Irak.

Le nouveau Président Américain?
Les Etats-Unis vont avoir un nouveau président en 2017. Hillary Clinton pour les Démocrates et Jeb Bush pour les Républicaines seront probablement les deux candidats pour le poste présidentiel. Clinton continuera probablement le modèle d’hégémonie bienveillante d’Obama et essayera d’empêcher des guerres pour les intérêts nationaux américaines. Au contraire, Bush peut utiliser des méthodes coercitives pour l’hégémonie mixte. La Syrie pourrait être le focus de l’armée américaine à causes des activités terroristes de Daech et les massacres du gouvernement el-Assad. Les élections présidentielles américaines seront donc très important non seulement pour les Etats-Unis, mais pour le monde entier.

Hegemonik İstikrar Teorisi ve Amerikan Liderliği


Uluslararası İlişkiler disiplininin Realizm (Gerçekçilik) ekolü literatüründe yer alan en önemli teorilerden biri de Hegemonik İstikrar Teorisi’dir. Bu yazıda Theodore H. Cohn’un Global Political Economy Theory and Practice[1] kitabı ışığında Hegemonik İstikrar Teorisi’ni özetleyecek ve Amerikan liderliğini bu perspektiften değerlendireceğim.

Hegemonya
Hegemonya, sözlük anlamıyla bir sistem içerisindeki bir unsurun diğerlerinden üstün, baskın olduğunu belirtir. Uluslararası İlişkiler alanında ise, hegemonya kavramı ile bir devletin çeşitli enstrümanlar aracılığıyla dünya siyasetine yön verme kapasitesine sahip olması anlaşılmaktadır. Dünya siyasetinde güç dengeleri eşitsizlik esasına dayandığı için (eşitsizlikleri doğal kabul eden Realist perspektif açısından bu daha da önemlidir), kimi düşünürlere göre bir devletin diğerleri üzerinde hegemonya kurması, aslında dünya barışına katkıda bulunabilir ve ekonomik gelişimin önünü açabilir. Geçmişte bazı imparatorluklar (örneğin 15. ve 17. yüzyıl arasında Osmanlı İmparatorluğu ya da 19. yüzyılda Britanya İmparatorluğu), bu güce erişmeyi başarmışlardır. Birçok Uluslararası İlişkiler teorisyeni, hegemonyayı devlet merkezli olarak tanımlar ve daha çok askeri, ekonomik ve siyasi güç üzerinde dururken, İtalyan Marksist Antonio Gramsci’den etkilenen birçok Marksist düşünür, hegemonyayı kültürel boyutu ve yumuşak güç unsurları ile birlikte ele alırlar.

Hegemon Devletlerin Amaçları Nelerdir?
Hegemonik İstikrar Teorisi düşünürlerinin tamamının üzerinde uzlaştığı bir konu, hegemon vasfına sahip devletin hegemon olarak dünya siyasetini yönetmeye talip ve yetkin olmasıdır. Ancak düşünürler, bu hegemonyanın nasıl olması gerektiği konusunda 3 farklı kategoriye ayrılırlar.
  1. İyiliksever Hegemonya: İyiliksever hegemonya modeli, hegemon vasfındaki devletin kendi ulusal çıkarlarından ziyade dünya siyasetindeki dengeleri gözetmesi ve sistemik çıkarları ön planda tutması durumunda gerçekleşir. Bu modelde, tehdit ve güç unsurlarından daha ziyade, ödüllendirme mekanizması ve yumuşak güç unsurları etkin ve yoğun olarak kullanılır. Bu şekilde, sert güç kullanımı engellenmeye ya da minimize edilmeye çalışılır.
  2. Karışık Hegemonya: Karışık hegemonya modelinde, hegemon devlet ulusal çıkarları ile dünya sisteminin çıkarlarını örtüştürerek, her ikisini de aynı anda savunmaya çalışır. Bu noktada, ulusal çıkarların zaman zaman sistemik çıkarların önüne geçmesi, eğer yeterince güç ve ikna unsuru ile desteklenmiyorsa, sistemik krizlere yol açabilir ve hatta hegemon devletin hegemon vasfını dahi ortadan kaldırabilir. Bu modelde; hem yumuşak, hem de sert güç unsurları etkin olarak kullanılır.
  3. Sömürücü Hegemonya: Sömürücü hegemonya modeli, hegemon devletin tamamen kendi ulusal menfaatleri üzerine bir siyaset inşa etmeye çalıştığı ve bu doğrultuda çekinmeden sert güç uygulamalarına yöneldiği bir sistemdir. Bu sistem, her zaman için krizlere açık ve hegemon devleti er veya geç konumundan aşağı indirecek bir yapıyı ortaya koyar. Salt sert güç unsurlarına dayalı bu sistem, ikna ve rıza mekanizmasını oluşturmakta başarısız kalmaya mahkumdur.
Hegemon Devlete İhtiyaç Var Mı?
Hegemonik İstikrar Teorisi düşünürleri, hegemon bir devletin varlığının dünya sistemi ve özellikle de dünya ekonomisi açısından olumlu olduğunu iddia ederler. Onlara göre; dünya sisteminde bir hegemon devletin olmaması, siyasal kaos ortamını büyütür ve istikrarsızlıkları arttırır. Buna karşın, hegemon bir devletin varlığı durumunda, -özellikle de bu devlet, açık ve serbest piyasa ekonomisine dayalı ekonomik modelleri öngören ve siyasal liberalizm esaslarıyla desteklenen rejimleri teşvik ederse- dünya ekonomik sistemi daha başarılı ve istikrarlı olabilir. Zira ekonomik yapıların entegre olması, ülkeler ve toplumlar arasındaki siyasal rekabetleri sıfır toplamlı oyun paradigmasından çıkararak, kazan-kazan durumları yaratacak ve böylelikle siyasal ve askeri çatışmalar önlenebilecektir. Bu nedenle, Realizm ekolünde yer almasına karşın, uzun vadede Hegemonik İstikrar Teorisi Liberalizm-İdealizm paradigmasına daha çok yaklaşır. Bu durum, tarihi bazı deneyimlerle de ispatlanabilir. Örneğin, Britanya İmparatorluğu’nun 19. yüzyılın sonlarından itibaren düşüşe geçmesi, dünyada serbest ticaret anlamında büyük gerilemelere neden olmuş ve sonuçta dünyadaki birçok farklı ülkede faşist ya da komünist esaslara dayalı totaliter rejimler kurulmuştur. Bu trend, neticede iki Dünya Savaşı’na ve Büyük Buhran’a neden olmuştur.

Amerikan Liderliği
Amerika Birleşik Devletleri, İkinci Dünya Savaşı sonrasında bir süpergüç olarak ortaya çıkmış yeni bir hegemon devlettir. Soğuk Savaş süresince Bretton Woods sistemine dayanarak yarattığı kurumlarla (IMF, Dünya Bankası, GATT) Batı dünyasındaki süpergüç konumunu sağlamlaştıran ABD, serbest piyasa ekonomisini teşvik ederek, bu sistemin ve hegemon vasfının derinleşmesini sağlamıştır. Ancak yine bu dönemde, ABD’nin gücü daha çok Batı dünyası ile sınırlı kalmış ve Sovyet Rusya’nın hegemonyasındaki Doğu bloğunda bu ülke neredeyse hiç etkili olamamıştır. Lakin Berlin Duvarı’nın yıkılması ve Sovyetler Birliği’nin çökmesinin ardından, ABD, dünya sistemindeki tek hegemon devlet statüsünü yakalamıştır. Bugün ABD, halen dünyanın en önemli askeri, siyasi-diplomatik, ekonomik ve kültürel güç merkezidir. Ancak ABD’nin 21. yüzyılda bu vasfını koruyup koruyamayacağı tartışmalıdır; zira Çin Halk Cumhuriyeti ve Rusya Federasyonu bazı bölgesel süpergüçler, küresel süpergüç olabilme yolunda önemli adımlar atmaktadırlar.

ABD’de halihazırdaki Başkan olan Barack Obama’nın liderlik modeline bakıldığında, kendisinin iyiliksever hegemonya kavramına oldukça yakın bir politika izlediği görülmektedir. ABD'nin güçlü devlet imajının yara alması pahasına, ABD liderliğindeki dünya sisteminin tamamen çökmemesi adına bazı konularda yatıştırıcı bir politika izleyen Obama, buna karşın Amerikan menfaatleri ile küresel sistem arasında doğrudan bağ yaratarak, iyiliksever hegemonya kavramı ile karışık hegemonya arasında bir yerde konumlanmayı başarmış ve ABD’nin Soğuk Savaş sonrasında üstlendiği hegemon devlet statüsünden taviz vermemiştir. Obama’nın Transatlantik Yatırım ve İşbirliği Anlaşması ve Trans Pasifik Anlaşması gibi adımlarla dünyada serbest ticareti teşvik etmesi, dünya ekonomik sisteminin birleştirilmesi ve kazan-kazan durumlarının yaratılması adına son derece kritik ve başarılı hamlelerdir. Lakin, Obama’nın Ortadoğu ve Kuzey Afrika’daki Müslüman nüfusu yoğun ülkelerde İslam, liberalizm ve demokrasiyi bağdaştırarak yaratmak istediği model, bu ülkelerin sosyolojik yapılarının buna uygun olmaması nedeniyle (Tunus haricinde) Arap Baharı sürecinde büyük bir başarısızlık görüntüsü yaratmıştır. Üstelik bu politika, otoriter ve totaliter rejimleri olan diğer bölge ülkelerini de ABD’den uzaklaştırmış ve Çin ve Rusya gibi başka güç odaklarına daha yakın durmaya itmiştir. Uluslararası hukuka ve Birleşmiş Milletler kararlarına saygılı durmaya gayret eden Obama, sistemik bir krize neden olmamış, ancak yine de Çin’in ekonomik, Rusya’nın da askeri ve siyasi karşı hamleleri nedeniyle Amerikan liderliği bazı noktalarda yara almış gibi bir görüntü vermiştir. Yine Irak ve Suriye’de ortaya çıkan içsavaş tablosu, Obama adına bir başarısızlık nedenidir. Buna karşın, İran’la varılan nükleer anlaşma örneğin, eğer bu ülke bu noktadan sonra dünya sistemi ile daha uyumlu hareket edebilirse, tarihi bir başarı olarak Obama’nın başarı hanesine yazılmalıdır. Küba ve Vietnam’la yaşanan yakınlaşma süreci de buna eklenebilir. Ayrıca Obama yönetiminin yumuşak güç unsurlarını kullanmaktaki inanılmaz başarısı, dünyada Obama ve ABD’ye yönelik sempatilerin artmasına neden olmuştur.

Obama öncesinde iki dönem Başkanlık koltuğunda oturan George W. Bush’un liderliği incelendiğinde ise, kendisinin daha çok karışık hegemonya modeline uygun düştüğü görülmektedir. Amerikan çıkarları ile dünya sistemi arasında iktidarının ilk yıllarında iyi bir denge kuran ve 11 Eylül saldırısı sonrasında Afganistan müdahalesi gibi hamleleriyle dünyadaki neredeyse tüm ülkelerden destek alan Bush, ancak daha sonra Birleşmiş Milletler kararı olmadan yaptığı İkinci Körfez Savaşı hamlesi nedeniyle sömürücü hegemonya modeline daha yakın olarak algılanmış ve dünyada Amerikan sempatisi bu nedenle hızla azalmıştır. Bu durum, Çin ve Rusya gibi alternatif cazibe merkezlerinin güçlenmesine neden olmuştur. Bush iktidarı, Obama döneminin aksine, yumuşak güç unsurlarını da yeterince iyi kullanamamış ve dünyada Amerikan sempatisi yaratamamıştır.

Amerikan Hegemonyası Zayıflıyor Mu?
Son yıllarda Uluslararası İlişkiler alanında ABD’nin dünya liderliğinin zayıflaması ve Çin’in yükselişi üzerine artan bir yayın furyası bulunmaktadır. BRICS, Şanghay İşbirliği Örgütü ve Avrasya Ekonomik Birliği gibi yeni uluslararası işbirliği kurumlarının oluşması ve hatta bu kurumların kendi ekonomik yapılarını da inşa etmeye başlaması (Asya Altyapı Yatırım Bankası, BRICS Bankası), bu durumu doğrular niteliktedir. Bu doğrultuda, dünyada çokkutuplu bir düzen isteyen kişiler hızla artmakta ve sesleri de yükselmektedir. Ancak bu durum, oldukça aldatıcı olabilir. Zira Çin Halk Cumhuriyeti ve Rusya Federasyonu gibi ülkelerin dünya sistemindeki yerleri, -şimdilik- daha çok ABD’nin jeopolitik hamlelerini önlemeye ve bozmaya yönelik hamlelerdir (örneğin Arap Baharı süreci) ve henüz düzen-kurucu aşamaya gelememiştir. Rusya Federasyonu Devlet Başkanı Vladimir Putin’in meşhur ifadesiyle, bu ülkeler daha çok kendi “yakın çevre”lerinde etkili olan güçlerdir. Yine de Çin’in son dönemde iyice artan ve küresel bir perspektif ortaya koyan Yeni İpek Yolu gibi ekonomik hamleleri ve yatırımları, bu noktada Çin’i son yıllarda gerçekten ön plana çıkarmakta ve bazı bölgelerde ekonomik açıdan düzen-kurucu konumuna dahi yaklaştırmaktadır.

Yeni ABD Başkanı’ndan Ne Beklenmeli?
Amerika Birleşik Devletleri, 2016 Kasım ayında yeni bir Başkan seçecektir. Demokratlar adına Hillary Clinton, Cumhuriyetçiler adına da Jeb Bush büyük ihtimalle bu seçimde yarışacak iki aday olacaktır. Clinton liderliğindeki ABD, büyük ihtimalle Obama’nın çizdiği rota doğrultusunda iyiliksever hegemonya modelini sürdürmeye gayret edecek ve dünya sisteminde izole ülkeleri sisteme entegre etmeye çalışacaktır. Daha çok yumuşak güç unsurlarına dayanacak bu liderlik, kuşkusuz IŞİD gibi bir terör tehdidi karşısında yeterince başarılı olmayabilir. Bu nedenle, iyiliksever hegemonya modeli uygulansa dahi, ABD’nin bu liderliği askeri güçle desteklemesi gerekecektir. Olası bir Jeb Bush Başkanlığında ise, ABD’nin karışık hegemonya modelini yeniden inşa etmeye çalışacağı iddia edilebilir. Bu noktada, ABD’nin sistemik çıkarlar ile ulusal çıkarlarının örtüştüğü noktalarda sert güç kullanımına yönelmesi beklenmektedir. IŞİD'in varlığı ve Rusya'nın Doğu Avrupa'ya yönelik tehditleri, bu doğrultuda ABD'de sert güç kullanımı isteyen çevrelerin elini son dönemde güçlendirmektedir. Ancak böylesi bir senaryoda, ABD’nin bir kez daha Irak işgali döneminde olduğu gibi -bugün Obama’nın bile kurtarmaya tam olarak muktedir olamadığı- dünyada bir nefret objesi haline gelmesi durumunda, bu dönemin de başarısız geçmesi kesin gibidir. Bu nedenle, ABD’nin siyasi ve ekonomik dizaynlarında ve hamlelerinde, uluslararası hukuk ve bölgesel güçlerin desteğini alarak adımlar atması daha akılcı bir hamle gibi gözükmektedir.

Hegemonic Stability Theory and U.S. Leadership


One of the most important theoretical frameworks in the Realism school of thought in the discipline of International Relations is the Hegemonic Stability Theory. In this article, I will try to summarize the main pillars of Hegemonic Stability Theory and discuss United States leadership in world politics accordingly in the light of Theodore H. Cohn’s Global Political Economy Theory and Practice[1] book.
Hegemony
Hegemony as a dictionary definition means “leadership, predominance”.[2] In International Relations on the other hand, the concept of hegemony is used to describe the “influence exercised by one nation over others”.[3] Since the distribution of power is unequal in the world politics (especially from the Realist perspective which accepts inequality as normal and natural), the dominance of one country in the world politics can take place and can in fact bring stability and order to the world system. In the history, some empires were able to reach this status and give direction to world order in many ways. Ottoman Empire between 15th and 17th centuries and British Empire in 19th century can be given here as recent examples. Hegemonic stability takes place when “one power can largely impose its rules and wishes (at the very least by effective veto power) in the economic, political, military, diplomatic and even cultural arenas”.[4]
While most of the theorists define hegemony in state-centric terms, Gramscian theorists “use the term hegemony in a cultural sense to connote the complex of ideas that social groups use to assert their legitimacy and authority”.[5] Thus, Gramscian analysts focus on hard power (military and economic superiority) and soft power (cultural superiority) together.
What are the motives of Hegemonic States?
Although all thinkers of Hegemonic Stability Theory agree that a hegemon must be willing and capable to lead, they have different views considering the methods and goals of this leadership. Basically, Realist thinkers focus on 3 different methods of leadership;[6]
  1. Benevolent Hegemony: Benevolent hegemony envisages a hegemonic leadership based on the promotion of generalized benefits for the world order instead of national interests (self-interests) as its ultimate goal. This model also approves benevolent methods such as rewarding rather than threats and coercion. Moreover, benevolent hegemony tries to use soft power methods at maximum level to prevent the return of hard power methods.
  2. Mixed Hegemony: Mixed hegemony model is based on a synthesis between national interests of the leading country and the generalized benefits of the world order, but relies more on hard power methods such as military interventions and economic sanctions. The supremacy of national interests over general interests here, for sure, can create problems for the stability of order if it is not supported by enough economic resources and military power.
  3. Exploitative Hegemony: Exploitative hegemony model is completely based on the hegemon’s self-interests and operates as an exploitative mechanism that always makes the hegemon stronger and richer. Exploitative hegemony model prefers only hard power methods and relies on military and economic domination rather than soft power methods. This might lead to a complete decay of the world order and the rise of challenging powers against the hegemon.
Do We Need a Hegemon?
Theorists of Hegemonic Stability Theory believe that the existence of a hegemonic state will be good for an open and stable international economic order. In their perspective, without a leader in the world affairs, international politics tend to become too chaotic. The way that the hegemon will create this stability on the other hand, is based on promoting openness and stability by helping to create and maintain liberal international regimes around the world. An open international economic order will integrate competing countries’ economies to each other and create “win-win” situations replacing “zero-sum game” understanding in foreign policy. Thus, Hegemonic Stability Theory in fact might serve more to Idealism or Liberalism in the long run, rather than Realism. In fact, this approach can be supported by historical and economic evidences. The decline of British Empire for instance in the late 19th century led a decrease in free trade around the world and opened a way for totalitarian fascist or communist regimes implementing protectionist policies. This trend eventually led to two World Wars and the Great Depression. The insistence of US leadership on an open and free economic order now, thus has a strong rationale behind it.
U.S. Leadership
United States emerged as one of the world’s superpowers after the Second World War together with the USSR. During the Cold War, with the Bretton Woods system and its tools (World Bank, IMF, GATT), U.S. was able to lead the Western bloc and promoted liberalism and open economies in the free world. The U.S. power was limited to Western bloc throughout the Cold War and had very limited influence in the communist bloc. However, after the fall of Berlin Wall and the collapse of USSR, the U.S. became the only country to lead international politics in many ways. The U.S. is still the strongest military power and the most important economic and diplomatic actor in the world politics and has the ability to lead in international politics. However, the nature of U.S. leadership as the new hegemon in the 21st century is open to discussion.
Barack Obama’s leadership in recent years for instance, can be given as an example of benevolent hegemony in many ways. Obama promoted free trade and open and democratic regimes around the world since his first day in the office, but did not give up from the leadership role assumed by USA after the end of Cold War. Recent economic agreements such as Trans-Pacific Agreement and Transatlantic Trade and Investment Partnership are concrete steps of Obama administration to promote free trade and a stable economic order. However, Obama’s push for democratic transitions in some North African and Middle Eastern states resulted with a great failure since economic, sociocultural and sociopolitical conditions of these countries did not favor democratic regimes. In addition, this policy alienated many authoritarian regimes from the U.S. leadership and provided a comfortable ground for regional powers such as Russian Federation and People’s Republic of China to have more influence over these countries not having democratic regimes. Obama stayed loyal to international law and UN resolutions and worked for international stability together with American national interests, but the lack of coercive methods also led to a turbulence and civil wars in some countries including Iraq and Syria.
George W. Bush's leadership on the other hand, can be given as an example of mixed hegemony model. Bush, during his Presidency, tried to maximize American national interests and world stability together. Iraqi intervention or the Second Gulf War for example, can be seen as a move to topple down a totalitarian regime, also favoring American interests by bringing U.S. control over the rich Iraqi natural resources. Bush administration’s problem on the other hand, was related to growing negative reactions and anger towards the U.S. leadership around the world due to extensive use of coercive methods. In fact, after the 9/11 incident, Bush administration had the support of nearly all countries in the world system and made a successful military operation to Afghanistan afterwards. However, the Second Gulf War, which was seen as an illegal by many major powers in the world, made Bush administration closer to exploitative hegemony model and led to a considerable decrease in the American soft power and support.
Is U.S. Hegemony Declining?
In recent years, we observe a growing literature about the decline of United States and the rise of Russia and China as new global powers. The spread of regional economic alliances (Eurasian Economic Union, Shanghai Cooperation Organization, BRICS) and even new international banks (BRICS Bank, Asian Infrastructure Investment Bank) also strengthen this trend. Voices around the world defending a multi-polar world order are increasing. However, this approach is immature in many ways since the position of Russia and China in international affairs -for the moment- is still limited to prevent U.S. geopolitical moves (as we have seen during the Arab Spring) and these countries are not capable of creating a world order beyond their “near abroad”, using Russian President Vladimir Putin’s famous term. Thus, Chinese and Russian power should still be categorized within the boundaries of regionalism and regional superpower, where the U.S. is a global power having some problems of reaching all parts of the world and integrating all countries and economies to world system.
In fact, Obama administration had some very successful moves to continue to lead in world politics. Recent agreement with Islamic Republic of Iran on the nuclear program which will eventually integrate Iran more to the international system for instance, is a historical success if this country will make positive steps from now on. Tunisia’s democratic transition as the only successful country of the Arab Spring process was another success for Obama. Rapprochement with Cuba, Vietnam and many other Asian states can also be assessed from this perspective. However, the inability to create a democratic and secular model together in the Islamic world, eventually led to a unsuccessful picture for the Obama administration considering their Middle East policy. In addition, the growing integration of the People’s Republic of China into the world economic system, created a stronger China that has started to challenge U.S. leadership in some ways.
What to expect from the next U.S. President?
The U.S. will be having its new President by the early 2017. Hillary Clinton for Democrats and Jeb Bush for Republicans seem to be the two candidates that will be racing for replacing Obama’s post. The next President’s leadership methods and goals will be of crucial importance not only for USA, but also for the world. Clinton presidency will probably continue with Obama’s benevolent hegemony model and try to avoid coercive methods and lean more on the soft power and economic tools to further liberalize the world order. This seems more attractive to liberal and left wing people around the world since it might avoid wars. Bush presidency on the other hand, might once again implement mixed hegemony model and effectively use coercive methods. Considering the presence of ISIS and Russian threats towards Eastern Europe, mixed hegemony model might be necessary in some ways for the protection of U.S. leadership in the world. However, in this case, the U.S. has to work more on preventing the spread of anti-Americanism in the world as in the case of Second Gulf War. The only way to do this seems like using international organizations in a more efficient way and take their support (United Nations, World Bank, IMF etc.) for international political or economic designs as well as military interventions.
